I guess the best way to get information about death of 1,000 cuts in
movies might be to post a rant about Steven Seagal in alt.movies,
rec.arts.movies.current-films, rec.arts.movies.past-films, rec.arts.tv,
and alt.politics, because when you ask a question about death of 1,000
cuts in movies, everybody answers with comments about Steven Seagal, so
I'm still trying to think up a good Steven Seagal post so I can get the
answers about death of 1,000 cuts in movies.

There was that recent Mel Gibson movie that featured a 45 minute torture
session of approximately 1000 scourges.
The "Death of a Thousand Cuts" has nothing at all to do with martial arts or
medical science. The concept is that an enemy of the state or the king or
the emperor could be put to death by a means that was prolonged and
dehumanizing.
If you are looking for a movie reference there was some truly horrible
Armand Assante movie (I think he did some shlock movies for HBO) in which he
was fastened to a cross wire barbed wire and expected to bleed to death
slowly.
In "Braveheart" the Mel Gibson character was put to death by torture in the
course of an afternoon.
In "The Sand Pebbles" a character was considered an enemy of the people and
crucified by vicious knife cuts across the chest until he was supposed to
either bleed to death or die from shock. In "Rambo" the main character
displayed terrible scars across his chest which may or may not have been
inspired from that Sand Pebbles scene.
It still comes down to prolonged torture and mutilation of an adult male who
is perceived to be an enemy of the state or the head guy.
If you want to branch out you could look at "Ilsa, She Wolf of the SS"
which had some sort of sick cult following and included scenes of prolonged
torture to death.
The mafia movie concept of "cement overshoes" is also an instance of
prolonged torture of a despised enemy leading to death.
It could be that you cannot find the movie reference you are seeking it that
it simply does not exit. I think that it is probably a figment of the
imagination of some Westerner writing about Eastern culture.

And, oh by the way... The analogy of a death of a 1,000 cuts sometimes
appears in literature, and in discussions of politics and business.
And like I asked before, besides literature and other discussions, how
about movies? In which movies has the death of a 1,000 cuts been used,
or even mentioned? No. Don't tell me, not some Steven Seagal movie!
Definition:
death of a 1000 cuts - n. - the martial concept that a gradual bleeding
to death of an opponent (attrition) is easier to accomplish than a
single deadly thrust. The concept is extended to politics and the
erosion of personal liberties necessary to establish tyranny. See
boiling frog. In one current online example Commentary: Death by 1,000
cuts in Iraq, UPI Senior News Analyst Martin Sieff uses this term, but
does not define it.
